The engine drives the wheels not the other way around so it doesn’t matter if there are no wheels, the engine can still work.

Actually depends if it’s in neutral or not. If the engine is in gear it’s linked with the transmission and the engine. If the wheels pick up speed the engine starts revving (Same as letting your car in a low gear go downhill without pushing the accelerator.)

This is doesn’t require wheels, works on the axles too, as long as they are able to rotate.

When the car is in neutral the engine shouldn’t rev when the wheels pick up speed, since there is no linkage between the mentioned parts.
