I have used NetLimiter for a long time because of my slow connection(managing download speed,splitting bandwidth…) Am I going to be banned if I just have it open,without messing with DirtyBomb speeds?

Net Limiter is on the list, so just make sure you fully close it before playing otherwise you might have issues with the anti-cheat, yes Net Limiter is a legitimate program but it can also be used to alter gameplay and that is why is probably a flagged/bannable program

Having high ping, packetloss or just lags helps you not getting hit as well while still beeing able to hit enemies quite good, or even better, in most games today.
Started, when someone, somewhere around the time of Quake3 thought it was nice to have players as customers, which normally wouldn’t be able to cope with highping and/or lags and giving them a smooth experience through interpolation.
So as Netlimiter probably is the most common known artificial “source” of a bad incomming connection, it’s a nobrainer they blacklisted it.
