Make event loadouts with 2 and less perks. One special card without perks (default loadout with event skin) for everyone (according to mostly played merc). 3-perks cards should stay rare if you don´t want change it. Just put skins on iron and lead loadouts too and give us higher chance to get them.
or
Make event skin tool which we can attach to loadout we want (bronze + event tool = 3-perks event card). Keep low drop rate or give it to players as reward for playing (like trinkets).
