Possibility of buying merc keys and elite cases keys.

Just wondering if I could buy some keys for a giveaway with our steam community page, want to know if its at all possible and where and who would I need to speak to about it. We hold events with the community with every patch and new merc and would be cool to be able to give some keys away to the community in the form of a competition or something. Just an idea right now hence the post.
