Just played against guy named DELETED level 6, in competitive. He was on Fletcher, had the normal hacks, wall hack and aimbot. When I was finally able to kill him, he self revived. Over, and over, and over. Please fix these god damn hacks.(He also had a quick repair hack)

It’s not ideal, takes a bit of effort, but they are working on something that we’ll hopefully get soon! Good on you for reporting. 
Wouldn’t be surprised if some people hacked the engine and got to the hidden abilities. Like that one self-revive from the one medic merc.

There have been videos of people throwing infinite airstrikes, which implies that ability cooldowns are client side. I wouldn’t be surprised if a similar technique was used to give the self-revive ability of Phoenix (I think it’s Phoenix, right?).
Maybe that wasn’t exactly a hack, probably a transfer from Phoenix’s self revive, dunno.
There are several companies selling DB hack subscriptions. Just google it and watch their youtube videos. It’s disheartening.
Wall Hack/ESP, Aim Bot, Trigger Bot (where when your cross-hair moves over a target and it pulls the trigger for you). It’s pure evil stuff. These hack subscriptions even have dozens of sliders to adjust this or that to make it as subtle as possible, let alone a hot key to turn it on and off.

Thank fully you run into them more often in competitive, as they are all higher level due to hacking. As @Backuplight said the best thing you can do is go into “Spectator” mode and watch them, and record what you see if you have an app that can record. (I just got a GeForce card 1 week ago. with Shadowplay and its fantastic. Very good video quality and simple to use.)
So far i’ve recorded 3 peeps I suspected. 2 turned out to be just lucky or good as when you spectate you can see they are sometimes sloppy, or inaccurate or what have you. The 3rd one i recorded just tonight he was far to canny and knew always when he turned a corner if an enemy was there or not.
It’s easy to tell if they are using Wall Hacks/ESP as when you are in spectator mode it shows you all the friendlies and enemy’s so it’s like you have your own Wallhack. Sure ones, twice, three times maybe he’d get lucky, but 10 straight melee kills. Let alone his cloak (he was a phantom) never ran out of energy, so endless sneaking around.
