ping "jumping" around 800 - 900

atm i constantly get pings around 900 - jumping around in a range betw 500 and 1000.

diabled firewall and kapersky and joined servers that read ping around ±40.
im in europe near frankfurt and joined eu servers. usually i have decent connections.
