I was wondering or more or less hoping that some sort of ping filter will be made. I play against someone with a ping around 60 I get good numbers and game runs smooth. When I play against pings over 100 my numbers hit the floor and gameplay becomes a little choppy. I don’t understand when I see 150+ pingers playing on the server. Can’t they find a server in their own regions. I ask and most of them say it’s because of matchmaking

what do you mean with ‘gameplay becomes choppy’ then? as in at one moment you feel like playing, and another you don’t?
I am not using the quickplay option I find servers close to me. It does effect the game my performance is fine I am talking about the high pinger killing me before I even see him part. I have 90 hours in the game so I am not imagining things. Just like any other game that tries to match up people on the other side of the world the high pingers to me have the advantage
That’s usually the issue with pingers around or over 200ms, and not just this game. I’ve had some pretty bad spikes (like getting pinned at 500ms on an East server for a whole match), but trust me there is no real advantage. When I have good latency, it feels like laggers have an advantage. When I have poor latency, it feels like I have a disadvantage.

What your describing is rubberbanding and packet loss that causes stuttering and movement that isn’t normal. Incredibly high pings will cause this because their client and the server are constantly trying to update positions so that you can see them properly (and so they can move normally) and at some ping threshold this gets a bit wonky. Then there are people who are having ISP issues or some other networking/computer hardware issue that causes them to constantly drop data packets. This is what happens when you see people freeze and the reappear elsewhere.
I play on EU quite a bit and ping around 150 and the game performs pretty much the same as when I’m on NA servers with a 65 ping. But if I go out to the AUS servers where I ping 250 I start to experience pretty considerable rubberbanding. The netcode in this game is pretty good but it’s not good enough to overcome that high of a ping and still have a smooth client experience. Of course, the reason why the game plays so well at 150 ping is also why you can die while being clearly around a corner when being shot or quite a long ways away from a grenade on explosion. It’s also why two players can kill each other with near instant hitscan weapons fairly consistently I believe.
Some improvements could be made to this (e.g. at least give players the option not to be quick matched into servers on other regions, when there are still empty servers from their own region), but right now it might just be best for quick play to work this way. With the low number of testers, this makes it much easier to get games going and that ultimately seems more important than dealing with some lag issues. 
Just keep in mind that this will become more or less a non-issue once the game is released (unless it’s DOA).
