Phoneix loadout

So if i read right, we get phoneix with a high lvl loadout if we dont have him. My phoneix is still the original and no high lvl loadout. how come? thanks

No, if you dont own him you get him for free. If you owned him before today you would get 2 elite cases and an obsidian loadout free.

No. You get the card if you already own Phoenix, and it is just a cosmetic, the same as a bronze card.
