I’m trying to develop a cosplay, a Phoenix one, but I have no idea of how to make his clothes, especially his poncho, the blue one covering almost all his body. Ideas? This “fabric” looks like rubber or something

I think a surgeon’s robe would make for a decent workaround if need be.
