Tested it with some friends in an empty server. I had Phoenix without perks. Friend had Phoenix with healing reach and we found out that it doesn´t increase the healing range.
We stood apart far enough so the normal reach would heal him. Then I took a step back, out of the maximum range, so I couldn´t heal him. It turns out that his 15% healing reach perk couldn´t reach me either…
We tested Kira´s laser with and without the perk as well. Conclusion: Has no effect.
I knew already about Kira’s explodydingdong, but Phoenix’s reach is unpleasant surprise for sure.
I wonder how many other perks don’t work. I guess it’s just a placebo effect having a fancy loadout with good perks ^^
Were you on the same team and tested actual healing or just the visual indicators?
Hey, if Get Up “accidentaly” got bugged there would be many more viable medic loadouts 
I mean, it’s nice you tested it and stuff. But any actual confirmation on those statements?
We were on the same team. Otherwise how could we heal each other?
Didn´t record it. But you can easily confirm it. Just wanted to draw attention to it, so the developers would fix it.
Sadly I do not have all the know perks issues memorized! We’ll check it out =)
