Phantom's sneaky perk information?

I really want information about this, does Phantom’s C51 card with the perk Sneaky lower the noise of his cloak? I have seen multiple people state yes but I have seen no actual proof, is this true? And if it is please link information if possible.

As far as I know, no.

im not sure. maybe if @RazielWarmonic has any information she could tell us, im pretty sure shed know better than most people on the forums
