Phantom's C51 sneaky?

From what I’ve heard (forums and etc.), this card is one of the best ones because sneaky actually lowers the sound of his cloak armor. I’m not sure what to believe but if it’s possible, can someone leave a link to more information or is it possible for the community to get involved and figure out whether this is true, and if true, is it a bug or is it an actual feature?

RedBeard is asking if people still use Phantom worded in a way of “why use Phantom when there are better options”. I responded by saying that any merc can ruin a pub because public players are typically abysmal at the game, which is why Phantom is still seen a lot in public.

I hardly play ranked (I might if they didn’t take away the aus servers). I don’t think I’m abysmal and probably 70% of the time I top the scoreboard and neither do I think the majority of players are abysmal. Just because you are better than other people doesn’t mean they are bad.
