Is this on purpose? When you activate your Refractive armor, it begins at 7 seconds cooldown… the patch notes didn’t say anything about this 
Also i personally think the emp field visual effect is a little too much, and could toned down a little, anyone else agree?

Honestly, If they lowered the maximum cool down to seven seconds, and made it so EVERY time you de-cloaked, you got hit with those seven seconds, I feel it would be beneficial, assuming they removed the ‘use up more energy moving’ - making it time based rather than just energy based. - Taking damage can still reduce the cloak time.
Makes him even more useless honestly if you play a hit and run playstyle, further pushing people into the dumb melee niche so they can rambo before dying.
Always used my cloak in ways where it’d be off cooldown when I had taken out a target or two and used it for escape, now I have to wait what feels like years or risk getting destroyed when the rest of the team figure out what happened.

Precisely.
I noticed that silent change as well, and it’s kind of annoying. It’s like they’re trying to force you to try to use up the entire cloak in one go. Personally, my Phantom playstyle is mroe gun focused where I will cloak right before I turn a corner so that I have either an HP or first strike advantage on a player, using up, at maximum, maybe 3 seconds of cloak. If I don’t see anyone within those few seconds, I turn it off for when I really need it. No need to waste a full cloak when no one can see you.
This silent update pretty much makes this no longer a viable strategy for me as I can no longer pop a cloak to get through a certain area, turn it off, and be able to cloak again in roughly 2 seconds.
One of the things I wish the cloaked was changed is to work similarly to Red Eye’s IR Goggles. The IR Goggles work sort of like a rechargeable battery you can turn on and off whenever you want regardless of the charge. You’ll only be able to use however much battery power was charged up. Phantom’s cloak, however, has to recharge fully to be able to use again. I’d much prefer if it acted like the IR Goggles. There have been many times where I had used a hefty amount of cloak, albeit not all of it, uncloaked, then needed to cloak again to pass by some enemies.
A change like this would be much appreciated.
