I seem to not be able to switch to fullscreen. It seems to be permanently on borderless windowed. The menu settings will change but ingame it just reverts, vsync can’t be changed either. HELP! I MUST MAKE VIDEOS!

Hello! 
Open the config folder located at
Documents > My Games > UnrealEngine3 > ShooterGame > Config
Now open the properties of the ShooterEngine file and assure yourself that read-only is unchecked.
After you have done that open the file and search for fullscreen by hitting CTRL + F on your keyboard.
You will find the following lines:
UseVsync=
Borderless=
Fullscreen=
Now you simply have to set both UseVsync as well as Borderless to False and Fullscreen to True.
Save the file and you should be done.
