Even with all settings turned down the framerate is so low that the game is unplayable. Have been playing Crysis 2 on high settings, framerate never goes below 30.

May sound crazy but try this, even if you’ve turned all the settings down before. Make sure you have a clean install of either 11.5 or 11.5a drivers and simply do this:
Click the “DEFAULTS” button on your 3D Gaming Preferences page in Catalyst. Then load the game.
I posted much more about this in another thread HERE, where it worked for seven of us in one game. Doesn’t make much sense but please report back if it works so we can further confirm it. Good luck!
