A player from the enemy team left during a CMM game and there was a notification that leaving without a penalty is now possible. However when I tried to leave I got a warning that I will get a penalty. So SD, which is it?
Penalty or no penalty - so which is it?

No penalty. I think they made an exact copy of ranked adapted it to objective and removed the ranked part.
