It’s for playing on a team which has the advantage in an unbalanced match.
So, the team with more people than the other.

Lol matchmaking threw me in a 2 vs 2 game, thanks for taking part of my payment.
You should only get penalties for things you can actually control!

As far as I know you get penalties if there is less than 10 players on the server, or if the teams are unbalanced.
Every player on the server will suffer from the penalty. Even if you were outnumbered 5v7 the whole game, you will get ‘punished’ as well
