[PC] Just installed - constant stuttering

I got the bug to play this again, and after installing the game constantly stutters. My framerate is 100+ but everything - game, menus, cursor - stutters every 1-2 seconds.

My system:
AMD FX 8350
GeForce 980ti
Driver 418.91
8GB Ram

I’ve tried enabling/disabling every setting available and none of them make a difference. Are there launch options or a cfg I can use?

Hey, I just found the solution, I had the same problem. If you bought it in Steam, try to open Steam Overlay on characters manage screen.
