operative case bugging out

So i got the new operative case i went to my inventory and opened it, the game told me i couldnt open it because you need to be atleast level 4, my level is 31 so thats the first strange part. i clicked ok on the message, and the game showed that it was loading to open the case anyway. but it got stuck there so i clicked cancel, which resulted in the case disappearing from my invertory without getting a card
