A friend of mine told me that when Splash Damage was working on Gears of War Ultimate Edition (link), they also said on their stream that they left only 2 people to work on Dirty Bomb until they finish their work on GoW.
It’s hard to believe, but who knows… Was it true?

No, it isn’t true.
While people were indeed moved from DB to work on GoW, it is not nearly as extreme as you are stating. In addition they were actually adding new employees and bringing them up to speed to work on DB as well afaik
This is a nice piece of FUD caused by exaggeration though.
