Only start server with special command

Hello all,

Is it possible to program something that will only let the server start with a special command, like so:

“C:\Files\Wolfenstein - Enemy Territory\ET.exe” +set dedicated 2 +set startallowed 1 + exec server.cfg

So if the parameter startallowed 1 is nog given, the server won’t start.

I don’t wanna hear questions on WHY i wan’t this, i just wanna know how to do this.
