and does a map need shaders???

hmmm, i was going to say, use the search function, but its messed. I have not done water yet, but i believe you make a brush, give it a tesxture like siwa water then make a shader making it slightly transparent and non solid (among others) look in the Oasis .shader file 
First of all: slap common/nodraw_water on the brush which should form your water volume.
Then select the topside using SHIFT+Click and pick a suitable water texture. (textures/liquids_sd/siwa_water seems good for a start.)
you mean Ctrl + Shift + click…
Making water:
Make a brush that will be your water. It does not matter if it goes on underground, its easier to just make a square/rectangular brush.
Texture the WHOLE brush with common/nodraw_water texture. To do this, select the brush with Shift + click and then go to Textures -> Common and press T if you don’t see a textures window. Then select nodraw_water texture.
Select the side of the brush which is visible in game and will be the water’s surface. This is ofcourse usually the top but it can be the bottom, or even 1 or more sides, however weird your map is…
Select the side by using Ctrl + Shift + Click and then apply a water texture like “liquids_sd/siwa_water” or “liquids_sd/siwa_water2” (siwa_water2 is wavy like the sea, siwa_water is still water…)
the shaders are simply files that tell ET what properties your textures should have. (For example, is it mineable, is it water, is it moving, does it sound like metal,wood,grass etc…)
you will probably need them but you will only have to make them yourself if you don’t take the standard textures but make your own textures instead…
