This discussion isn’t supposed to flame all the bad loadouts there are, I think we all know that.
I’d rather focus on those couple niche loadouts that encourage a certain playstyle instead of just giving you
a faster reload,more ammo packs etc.
They keep saying they’ll implement new loadouts cards at some point, so why not spitball a few ideas, am I right? 
Examples:
Redeye G41 - it has both quick slash and chopper, adding try hard to that for all those failed knife attempts and you get a tanky melee merc
Sparks 181 - Fastest merc with flying pig and springy for maximum mobility. although i don’t find it that outstanding in sparks loadouts(cough383) it does have an interesting combination of perks in DB
Arty D81 - as mentioned by @kAndyREW the SamurARTY loadout with cricket bat and chopper. this isn’t effective imo but it does have a theme going which is kinda cool.
Sure they are nowhere near as good as the try hard loadouts but I’d rather have these than just plain boring cards with enigma,tough and third mehh perk.
Give phantom a card with sneaky and mechanic, making him a stealthy planter pulling back the defense so his team can push up.
Give thunder Quick Eye on his LMG loadouts so you can at least wobble your huge hitbox a bit while you’re ADSing.
Redeye could have the “Undercover” perk that only Phantom has, extending the duration of either his smoke or IR vision.
Stop giving Medics perks like tough if they can heal themselves and rather increase their support ability, instead of giving them the mechanic perk. You’re a medic and get faster repair ? AINT NOBODY GOT TIME FOR DAT!
Same goes for Spares on fire support mercs, just…why.
