Either every merc should have their own unique weapon (Vassili MoA, Redeye Grandeur, Sparks have the REVIVR as her primary, Fletcher Ankhuld whatever it’s spelled, Fragger K121, Phantom katana and maybe new weapons for existing mercs) but still keep a few multi-merc weapons available in loadout cards.
Yes I am aware some of the examples are not special weapons for a specific merc, but if it happens, then those weapons should be removed from the other mercs (e.g. Aimee will lose Grandeur to make it Redeye’s special gun, Kira will lose katana)

When gen 3 cards are released, some of the older mercs could get some of the new weapons too. Thunder with Fragger’s LMG and vise versa, Arty with Javelin’s rifle, you get the point.
It feels like a waste if only new mercs get their own unique weapons but old mercs don’t get it too, and it’s unfair if old mercs don’t get anything special but new ones do
Things start to get hairy with the core merc pool like proxy, aura, sawbonez, skyhammer, bush, arty, stoker, etc, where all of them share weapons to an extensive state. So I don’t think they’re going to keep a unique weapon for each merc. That’d do a lot of new weapons.
On a side note though, unique weapon sets (primary, secondary, melee) for each merc is in my view a strong work as it will makes things harder to balance. The more the weapon is shared by multiple mercs, the more it will be evaluated for its own performance, and not weapon + merc, which can impact partially.
On the contrary, there are indeed weapon that should not be shared, like you mentioned, grandeur and katana for example. With gen. 2 loadouts, Kira suddenly became the most potent melee merc due to her speed and totally shreds Phantom on that one. Yes, she’s Japenese and stuff, but that was quite stupid in my view. And I for one love to abuse of this.
