Need Help with DirectX For Dirty Bomb

I got dirty bomb on a friends laptop from steam so I opened up dirty bi but it had an error and I traced it to the direct x installation. I tried manually downloading it and it had this error - http://imgur.com/a/Ohh47 http://imgur.com/a/zYl9d
I’ve turned off my antivirus and windows firewall but it still keeps happening. Please help :smiley:

your pc might have something interfering with your DX

virus maybe? i had this while ago (about 3 years ago) even tho i have the latest DX.
i formatted my pc and reinstalled everything from scratch
