Yeah, it happens almost daily for me as well. This bug has been around for a very long time and I have had it since I started playing in September. Seems very hard to fix. Or maybe it isn´t and the resources goes into developing hundreds of new skins and #@!%2@ jewelry to hang on your gun instead.
My advice is to plan when you gonna play Dirtybomb and log in 5 mins before the missions refill. Then you never get the bug. Sometimes you can also play a few games and your missions refill, but this does not always work.
Get another game to play as well. There is nothing more annoying than when you get some free time to game and log into Dirtybomb and mission did not refill. I just log out and play something else when this happens to me.
This bug is well-known, reported countless times and hard to fix. We already had it fixed multiple times, but it occurs again and again.

As far as I know, no. It happens when it happens.
An ancient problem.
Basically, if you are not in game, then longer time passes since mission refill mark, the greater chance that you wont get new missions.
So, if you check in, let say, within 30 minutes, then theres like 90% chance that you get your missions. An hour is more like 50/50. Anything above that pretty much means that youl have to wait till the next reset.
Sometimes, extremely rarely, as already mentioned, it is possible to get missions refilled even after 1-2 hours since missions reset, if player does something to refresh an account data, like playing a game or leveling cards, or opening boxes. But its way 2 rare to count on.
That doesnt apply if there has been multiple resets, like overnight. Then its 100% to get missions.
Generally, even if i dont have time to play at the moment, i check on missions(by starting game) withing 20-30 minutes since reset. It both allows me to insure that will get new missions and also allows me to discard missions that i dont wannt(so that when i do have time, its usually already next reset and i still get 3 missions, but without crappy ones). Start, check, discard, exit.
