To be honest no one notices it and it doesn’t affect the gameplay whatsoever. I’m only posting so it is on record.
The texture for the sign saying “Waterloo Station” (on the entrance to the building, under the big clock on the wall) turns into a low resolution graphic when you move away, and vice versa. …but you can only tell if you are actually looking for it.
