As for secondaries, the weaker fast rate of fire pistols, Cauldrn, M9 and Selbstadt.

That sucks, was hoping for the Empire 9, MP400 & Tolen MP considering he will very much be a front lines medic and they make for good backup weapons.

Hmm, honestly that would make him a little OP. Is Sawbonez not a front line medic? Sparks is really the only one that can’t(shouldn’t) fulfill that roll. If he had powerful SMG primaries across the all loadout cards and SMG secondaries, with self revive on top of it all, well let’s just say I think we’d see a lot fewer Sawbonez.

I don’t know how I got your names mixed.
But yes, cornJester is correct, Phoenix serves as a quick group healer and self reviver if he falls so teammates can focus on fighting.
