I logged in this week only to find that my previously unlocked mercs: Stoker, Sparks & Proxy were no longer available. It’s telling me I need to unlock them or purchase them again. I now only have the 3 mercs that are available right now (Vassili, Phoenix, Fletcher) + Aura & Fragger & Skyhammer. I’m don’t plan to buy them twice.

Did you actually buy them or just “use” them? Those 3 were the free mercs in rotation. Now it is Fletcher, Vassili and Phoenix) – Unless you actually spent in game $$ or real world $$ on the merc, then this isn’t a bug.
