This happened to me today:

The merc cards weren’t displaying for some reason.
I verified game files in steam (which I have to do before everytime i play, 2 files are always corrupt) and everything was fine.

Were you able to select the mercs you had placed in the slots with F1, F2 and F3, or where you unable to select them properly?
If so, I believe it is a visual bug to do with loading times, where it loads the actual images of your merc cards slowly, however they should still be usable. Anyways - thanks for the report!
