The only way I can imagine actually providing a sufficiently strong counter-incentive is if you make Wins, Win:Loss Ratio, and/or # of Primary Objectives Completed more-explicitly obvious on the statistics page.
In other words, you EMPHASIZE what is important in the core gameplay so that generalizations about how good a player you are can’t be concealed by your inflated XP statistic.
Net XP and XP/min has become the new K/D farmed stat apparently.
Some people have been seen to farm Total Kills and Kills/h as well.
As I suggested, an emphasis needs to be placed on your proficiency at completing Primary Objectives and/or Winning the game, as far as the Stats Page is concerned.

we’ve got several other objective tweaks coming, as well. For starters, we’re doubling the XP received for completing Primary Objectives in the game, so if you tackle one of them, your reward will be much greater from now on.
As Paul Wedgewood indicated, at least they are taking steps in the right direction with this one. Still, a Wins or # of Primary Objectives Completed statistic needs to be showcased to de-emphasize the significance of XP-farming.
However, I should also point out that if they provide a Wins stat, they will be giving us the only missing information that we need to compute a Win:Loss ratio.
I would like to better understand the Number of Primary Objectives that you were actually present for in game. This is probably more telling than the number of games you played, given that Game Totals tend to be exaggerated by the Drop-In/Drop-Out game mechanic. Your ability to accomplish (or deny) Primary Objectives is probably a better overall indicator of your personal ability than is your ability to Win or Lose games, because you are being assessed for the portion of the game that you were actually present for, not all the lead up to your arrival.
