I assume:
-The map is a grid of square cells.
-Each cell is bordered by “low” (red), “medium” (yellow), or “high” (green) obstacles (sides), or they are open (no obstacles)
-All cells are at the same altitude even though some maps show them as multi-leveled (Market for example) so all LOS calculations are 2-D.
-All obstacles block all movement
-Hit-ability in calculated by Line Of Sight (LOS) & range.
-“High” green obstacles block LOS, but the others do not.
-LOS is calculated from the center of cell to center of cell. If the line from the center of one cell to the center of another cell crosses or touches a green obstacle, LOS is blocked.
-Obstacles provide varying amounts of cover (damage reduction only) to a target immediately behind an obstacle.
-Range is calculated by the number of cells to move from the shooter cell to the target cell.
