I tried turning off voice before entering a match. When I went in-game, voice chat was still enabled, so I went into the in-game options to turn down the voice receiving option to 0. After hitting Apply, all audio ceased and did not return after a game restart. About five minutes of play in this state earns me a kick for a game security violation.
