a friend whats some advice on if he should buy phamtom , sawbonez or fletcher .

Sawbonez is considered “top tier” medic right now, as he is fantastic all-round. However it really depends on what your friend prefers to play… Medic, Engineer or Recon? That’ll probably be how he/she should decide.
Fletcher is fantastic and a lot of fun, but his learning curve is a lot steeper than a bunch of other mercs, while Phantom is “bottom tier” right now, still. He’s not overly useful and still fairly “meh”, but a good player can pull of a bunch of kills in pubs with him.
Tell your friend to look at the loadouts for the mercs they have, and decide based on the weapons they have, and how they play. Hopefully this helps.

How long has he played and what other if any mercs does he have?
While sawbones is a very good medic, he isn’t all that fun to play (I just think the other medics are more fun to play).
Phantom can be somewhat fun with his cloak but that’s all he got.
Fletcher is great fun, also a good option if your friend doesn’t have an engineer yet.
