Levels are only a matter of rank ? There isn’t skill points gained when leveling up or other stuff ? Loadout cards are the only way to improve your mercs?

Yep, level simply represent how much XP a player has. You can play with any merc and any loadout regardless of your level 
N.B. The first few levels give you large amounts of credits as a reward and you do get case drops on leveling up but nothing more.

also: loadout cards are mostly about choosing your favorite weapon set. The passive abilities are there if you want them, but dont have a big impact on the game.

Some of them can make a big difference in the right combinations.
