Which team you are assigned to is more or less random.
The only thing that has a minimum level requirement is ranked. And some people say that requirement is too low and should be raised.
Theres also no real difference between attacking and defending for newbs, when I play casual on bridge as defender I can usually expect half of my team to defend the wrong building while letting the objective unguarded. And the less experienced attackers will fall for that.

ive been paired with a lot of newbies on attacking team just because the algorithm thinks 1 level 90 equals 6 level 30
