Lots of complaining about the newest Merc class. I agree he needs to be toning down and we will see what Splash Damage does in the future for the problematic Phantom, but lets talk about strategies that you have found that appear to work well against the cloaking tank monster.
Here are a few of mine.

Awareness. This might seem like an oxymoron but knowing that the enemy team is packing a Phantom or three makes a huge difference. The biggest noob trap I see is that players dont adjust their playstyle at all. Even though Phantoms are the only class that consistently is looking to flank your team, I still see my teammates push objectives without checking corners or looking behind them every once in a while. Paying attention to the kills helps too, if you start seeing Katana kills pop up, maybe turn around and check on your team.

Backpedaling. As a Phantom player, and as someone who has been on the wrong end of the katana too many times, back pedaling has saved my life more times than I care to count. Is not as effective against the level 20+ incredible DB players.

Rhino. Even with chopper, it takes two heavy attacks to kill a full health Rhino, and if his chaingun is already spinning, a Phantom will not get his second heavy attack off. Seriously, Rhinos are the bane of my Phantom existence.
3 1/2. Avoid low health Mercs. If Proxy is your jam, then don’t let me stop you from playing her. But you have to be super aware of the fact that you will get one shot. If getting one shot makes you pop a blood vessel, choose a meatier engineer.
- Disable your music. The cloaking noise is incredibly distinctive, and you can hear it through walls. Keep an ear out, it will save your life.
