Juan and textbook Kate abilitys damage glitch

I am not sure if this is a glitch or intentional, but when you have 2 Juan in your party and use the “flaming Nora” abilty on the same target with both Juan’s the target takes damage for the Intional hit, but the damage over time affect doesn’t do dammage with both just one. Same case if you use two of Kate’s gas attacks.

I Think it is ment to be exactly like that.
The character can’t burn twice or be poisoned twice at the same time - but he can be poisoned and burning at the same time.
it would be overpowered.
A dot(damage over time) does nearlz always do more damage than instant damage but the same effect can never be stacked.

Thanks, one of the Dev’s replied to me and said it is not meant to stack.
