Description:
Javelin’s ammo giving is seriously broken, but when she’s down she still gives out ammo. Maybe that’s in line with her ability, but it seems like a bug.

Steps to reproduce:
Be Javelin, be down, have a teammate nearby. You’ll hear it dispensing.
Result:
Ammo given when it doesn’t seem like it should.
Expected result:
Downed player shouldn’t have any abilities.
