Is there any support for local country promoters?

Hi!.. im considering to setup dirtybomb.country domain webpage for our countries, and promote dirty bomb a bit with some copy paste (and translate to our language) content, local language forums and so on. (aprox 20 000 000 eu people)

Is nexon or sd promoting this kind of promoters?
-google adwords
-merc keys
-licence for forums (xenforo, or vanilla as this site is running)
-content (pictures and so on in psd)
-videos, vectors

Seriously doubt that. Fan sites, with distinctive mentioning that they nothing more than fansites, most likely “yes”. But setting up dirtybomb.domain sites has so many possible implications for Nexon that i seriously doubt that they will even allow it(and since they own the trademark, theres nothing you can do without their approval), not to mention support it. Unless it all will be under Nexons control.
