Is there a way to Gift Mercs / Loadouts / Steam Money?

Basically what it says on the title. Is there anyway i can actually buy a redeem code for Mercs / items so that i can gift it to some1? I would of just gifted the money to them on steam if i could but it isn’t possible and it would be better if it was specifically for Dirty Bomb.

If there is no way around it i will have to find another way. Thanks in advance.

The only idea I can think of is to buy a steam wallet card (lowest they sell is $25 sadly) and give your friend the code.
