My guess is they would pick a different loadout from the existing obsidians. But I could be wrong.

All evidence points to it being a single static loadout for all players who have it. Basically like every Obsidian loadout that has ever been released. The only one that MAY be considered as not static was the test weekend loadouts. There were 5 possible obsidians you could get, all of them were for a different merc however.

There is no evidence…we can of course make assumptions based on previous experience…but the fact of the matter is, we don’t know anything about it, and no one has given the OP a credible answer yet, because no one knows.
