Why shouldn’t he when his attacks on kill 100 hp classes or lower? And everyone else it’ll take at least one or more?

You have to realize that TF2 and Dirty Bomb are NOT the same.
The TTK is way faster in this game, so assuming your fix gets added, and assuming you’re playing with people with good reflexes, which most people in this game should have by now. Anything slower than 0.5 seconds is too much. Because by the time the Phantom would decloak he’s already spotted because of the distinct audio and visual cues, and the fact that he can’t defend himself at all until the process finishes.
So by the time Phantom starts to attack he’s already fighting people in front assault, they’re already firing back at him. He’s dead, he will not win that fight.
You can not apply the same principles since the TTK is faster, and EVERYONE has access to advanced mobility, unlike TF2 where only a 1/3 of the classes have high speed or use of explosives to jump with.
