You’re implying the servers are empty because they’re 6v6 and people dislike 6v6?
Have you considered the fact that most of the playerbase today is under level 10? Low level players can’t play 6v6 even if they want to, and the reason most people over level 10 join the normal 7v7 and 8v8 servers is because that’s where the majority of the playerbase online is.
No one wants to join an empty server and wait long periods of time for it to fill up, so you’ll generally find that high level players all just join any server that already has players in it. I know this is the case for me and my friends at least. We’ll all join 6v6 servers if one is available though.

OP stated his personal view absolutely fine. He said how he sees things and how he personally dislikes 6v6.
Your assumptions are as good as any others and your personal view is just a good as any other. Your assumptions however are not true for at least me.
I personally see myself in the same situation as OP. I dislike 6v6 a lot for pub and therefore I dont play it.
I wish for 7v7 and 8v8 servers and I also know of other lv100+ players that were as baffled as me when EVERY minlv 7v7/8v8 got killed for only 6v6.
Many in the community asked for 6v6 minlv servers. But only the “It has to my way and no other opinion is valid” people wanted the other servers gone. Sadly they were the loud vocal majority.
There is plenty to enjoy in a 7v7 server. If you dont like it, that is your problem. It does not mean that I am not allowed to enjoy it. @Dox
