No, some people don’t get the expert case. It’s a rare bug, and it’s very unlucky when someone gets it multiple times, but it happens. I had to send in a support ticket just to get my May 23rd case.

I got all but the one on 23rd…Radrodo already fixed my situation for which I would like to thank very much. If you didn’t get your case just open a ticket, the devs are actually really helpful on the support side.

No, it was definitely bugged and I had the issue too. They’ve already acknowledged this and there’s a notification above the support page stating to contact them if you’re missing cases.
