Because one key with sensible context detection is the hard way.

I think so, too.
The one key do it all, has to come from console games, and just there it will be pretty hard to aim at that specific spot. Although it surely is possible specially with aim assistance and all.
I truly miss the ability to run through world with c4 ready in my hands, or with the defuse tools, or with the revive paddles.
If one follows that to the extreme, why not have automatically choosen the right option for everything, point at an enemy - switches to guns, point at your foot switches to socks …
On the topic of deployables I don’t like how the placement works if it can’t be placed due to clipping, I always use the quick ability keys so my observations and desires are from this perspective.
In the case that you continue to hold the deploy key and move around to find a suitable location once it turns blue you cant release to deploy, you have to release-press-release, clearly I’d like to just release once.
In the case that you release the deploy key whilst it’s still yellow the wireframe still sticks around, it should really just disappear and switch back to my weapon.
I actually thought this is how it used to work so I assumed this was just a bug that crept in.
EDIT: So I actually tested ingame now and what happens when you continue to hold is that it auto-drop as soon as it can, whilst not my preference (because I’d prefer it to drop on key release rather than key press) I can live with it. So the main complaint is that releasing while in yellow wireframe mode doesn’t switch back to your weapon.

I don’t think the one key to do everything is a bad design decision for the PC. I don’t want to remember for each merc which tool is under which weapon bank. Exceptions can be made for tools which you want to use repetitively such as the paddles.
At least with a weaponbank you get to see what you’re holding before you’re using it.
However, for some mercs the hotkey means equip and for some it means directly using it. Annoying as hell.
There special tool will always be on the same key, with difference you can walk around with it. Besides there is already confusion which extra key is for what.
Lastly, it is possible to have both systems, requires some extra developer work, but its definitely possible.
