Did you report it to Nexon Support by submitting a ticket or using the in game report tool?

Posting the video on the forums is not a way to report a user.

We have no way to see who is banned or who isn’t on the backend. The people who can see that are the ones who would answer your support ticket if you report a user that way.

Most annoying hack has to be “no recoil”. SMG kill from “max range” with few bullets is ok, but when it happens with first few bullets every single time against everyone on my team…
