Although I agree that for us players it’s nice to have enough servers and I myself asked for more a couple of times on these forums, I understand why developpers always are under the required amount.
I’m fairly sure that it all breaks down to a cost problematic and how to keep them low while satisfying everyone. Unfortunately, as predicting the exact amount of players is impossible, developpers can either overestimate or underestimate the amount of servers needed. And when overestimating, unecessary costs arise. Therefore, they rather keep it under the required number and add some more if needed after the fact…
