You actually listen to feedback so all is not lost.
Listen it should never have taken so long to fix something so broken and massively reported on. I do commend you however in accepting the current system is broken and being transparent.
Now as I said in 1 of my posts fix the RNGesus in this game and let people choose the cosmetics in game with credit or cash. You win both ways and your customers feel satisfied knowing they got the item they really wanted. 1 thing don’t get greedy and say sell a little hat for 10USD or 20USD unless you start bringing in rarity items or animated items.
Now go work on your matchmaking because I’m abusing your current system and spawn killing many. As I said it’s up 2 you to fix it. I haven’t played Dirty Bomb in 2 days will be back just playing Dying Light at the moment.
@MissMurder One thing you can actually add to the game that would somewhat solve all of this useless cobalt issue, is a trade down feature.
Example
Say you have one useless phantom cobalt, instead of having a trade in where you trade in for another cobalt, how 'bout making it;
1 cobalt + 10k (Or less whatever works best.) = 4 random loadout cards. Kinda like hearthstone when you disenchant your cards to get additional arcane dust to craft a new one. Think it about, this trade down feature could solve this problem.

Everyone who ever saw the current trade-in feature must have known it was “broken”. I’m imagining everyone thinking “Oh, someone will say something before that is released” and no one did.

Thanks for the quick response, that’s a redeeming quality! But I won’t lie either, the current system is completely out of tune with the playerbase, something that shouldn’t have made it this far without triggering a few collegial warnings. You may want to see where that went wrong 
My personal thought is, that a Change from one Cobalt to another should cost about 10€ (thats 50K in ingame credits right now, the same ammount as if you buy a new merc). For this price point you should be able to select the exact card you want. My suggestion is to let the community decide whether or not it should also be possible to make the exchange with ingame credits. I personally would not mind if SD says: look, in the end we still need to make money out of DB to pay the rent. If you want the highest rarity and you had no luck with getting the exact card you wanted - please give us 5/10€ to change it to the exact card you want within the same rarity.
Another Idea for unused Cobalts is: let the player downgrade unused cards… for example you payed 4 gold cards and a lot of credits for one useless cobalt. If you want you can downgrade it to lets say 75% of the cards you invested… you still lost one gold card and your credits, but you still get back the majority of your investment.
And here is another Idea: let us lock in cards we never want to exchange, trade or upgrade. At best make it so that we have different “pockets”… one trash pocket for things we want only to return for better cards later… and one for the “I´m so happy I got this, I use it all the time” category.
Fix for the current trade-in system (not trade-up) is obvious, and I am actually stunned no one has mentioned this, in this thread, yet (hence this post): You can keep the costs, but make it non-rng, i.e. let the player choose a specific loadout, with a specific skin, for a specific merc.
Also get rid (and you already stated you would) of the ‘can’t trade-in to a merc of which cards I am using for the trade-in.’
SUGGESTION: Instead of the current system, I think it should be 1 un-used card + x amount of credits = To re-roll the card but keep the merc and rarity the same.

i have over 200 duplicate iron and lead cards and lots of others non duplicate silver and gold i would like a feature to trade them for a SPECIFIC bronze card with a discount
example
3 iron + 1 gold + 1000 credits = 1 SPECIFIC bronze of my choosing
or
6 iron + 1000 credits = 1 SPECIFIC bronze of my choosing
or
7 lead + 3 iron + 500 credits = 1 SPECIFIC bronze of my choosing
etc… something like that
EDIT: prices i gave here ^^^ are only for example it’s more about trading system i hope you implement that and balance prices of “used” cards to acceptable levels
and if you implement that i get a free code for one bronze card of my choosing for each merc 
EDIT: OR you could give us option to delete unwanted cards and make filter for free cases opening that when you get any card below desired “lvl” aka bronze,iron,silver what ever you choose it gets instantly deleted
so if you set filter for ( accept only bronze ) and you get iron it gets automatically deleted and THAN yesssss me happy 
you could also make it possible to trade that way only up to bronze
because there is no justified point to go above bronze since in game i do not notice or see skins on enemy or friendly EVER
if we ever get face camera maybe than there would be a SOME reason to go beyond bronze
