Milkshape has a 30-day trial, then costs something like 20 Dollars to register. It’s capable of importing and exporting a lot of game model formats. It WON’T do MDS, MDM, or MDX (The RtCW and ET player model formats), but it will happily do MD3.

The other option (and, IIRC, free) is GMax with the MD3 plugins. I don’t know if GMax can be used for player modelling.
3DS Max is too expensive to get legally.
The nice think about GMax, is that if you ever do get 3dsMax, your time learning GMax will not be wasted because the two are very similar when it comes to modeling for games. When I was just getting into modeling I made the choice of milkshape over GMax. I learned how to make some decent models with milkshape, and it is a great program. But when I got a chance to use 3dsMax, I was back to step 1.
BTW, the skelout plugin used for making player models doesn’t work with GMax or versions of 3dsMax newer than 4.
